Subject: INVESTIGATION TRAINER CONROY DONEIL TULLOCH POSITIVE FINDING - HORSE, KUNAMA ON 23rd DECEMBER, 2017

The First Instance Tribunal, delegatees of the Jamaica Racing Commission, on the
8th July, 2019 concluded an investigation under Section 25 of the
Jamaica Racing Commission Act, into a Report by the Racing Chemist that a urine
sample takenfrom the horse, KUNAMA on the 23rd December, 2017, indicated
the presence of EPHEDRINE, a prohibited substance under the Rules of
Racing.The split sample were subsequently analysed at the Chemistry Department
of the University of the West Indies in the presence of the Referee Chemist, where
it was confirmed that EPHEDRINE was present in the sample.
During the investigation the Tribunal heard evidence on behalf of the Commission, as well as evidence from Trainer, Conroy Doneil Tulloch and Groom, Harvel Anthony Russell.
After considering the evidence, the Tribunal:
? Accepted the finding of the Racing Chemist, that the urine sample taken from the horse KUNAMA, contained the prohibited substance EPHEDRINE and pursuant to Rule 207 of the Racing Rules, disqualified the horse from the race in question.
? Found Trainer, Conroy Doneil Tulloch negligent, hence, he was fined Two Hundred and Fifty Thousand Dollars ($250,000.00) for the drug Ephedrine.
? Trainer Conroy Doneil Tulloch was also warned off from all premises where the rules of Racing are in force, for a period of one (1) year, effective the 9th July, 2019.

• Groom, Harvel Anthony Russell was also found negligent and a fine of Twenty Thousand Dollars ($20,000.00) imposed on him. He was also given a stern warning by the Tribunal and given two months to pay the fine.
