Kingston, Jamaica – June 15, 2026 – Thirteen years after the policy decision was first made, the Merger Committee recently appointed by Cabinet has achieved a major milestone with the approval of the Human Resources (HR) Transition Plan. This significant accomplishment will now allow for the operational Merger of Jamaica’s three gaming regulatory bodies, the Betting Gaming and Lotteries Commission (BGLC), the Jamaica Racing Commission (JRC), and the Casino Gaming Commission (CGC), to formally commence.
The HR Transition Plan, developed by the HR Merger Subcommittee, outlines the staffing framework for the new merged Commission and gives employees across the three organizations a clear understanding of the future structure of the unified regulatory body and how the transition will be managed.
“The approval of the HR Transition Plan marks a significant step forward in our efforts to create a modern, efficient and unified regulatory framework for Jamaica’s gaming industry” said the Merger Committee.
The merger aims to strengthen regulatory oversight, improve operational efficiency, eliminate duplication of functions and roles, and create a more streamlined approach to regulating Jamaica’s betting, gaming, racing and casino sectors.
With the HR Transition Plan now approved and in anticipation of the legislative approvals, the three regulatory bodies are now positioned to move decisively toward the establishment of a single regulatory authority for Jamaica’s betting, gaming, racing and casino sectors.
