Subject: SUBMISSION – RACEHORSE TRAINER: SUSPENSION OF TRAINER'S LICENSE

On Thursday 18th July, 2024, the Commission heard a submission from Messrs. Patrick Smellie and Dale Murphy, who represented racehorse trainer Wayne Binns, in his submission to the Commission concerning the renewal of his Trainers’ License. This was in relation to the suspension of his trainers’ license following an alleged incident at Caymanas Park involving himself and Tyrese Heslop, Racehorse Exercise Rider. After carefully reviewing submissions made by Messrs. Patrick Smellie and Dale Murphy, and the Jamaica Racing Commission’s Director of Racing, the Commission recommended that Wayne Binns be referred for a period of counselling. Upon completion of same, he will then be considered for the renewal of his trainers’ license for 2025 Calendar Year.
