Subject: APPEAL – NORMAN WAYNE SMITH VS FIRST INSTANCE TRIBUNAL POSITIVE FINDING, MORPHINE ON THE 16TH OCTOBER, 2017.

On Thursday, 18th July, 2019, the Jamaica Racing Commission heard an appeal by Trainer, Norman Wayne Smith of the horse Sir Leyland Hall, against the decision of the First Instance Tribunal, arising from a positive finding of the prohibited substance, Morphine.
The First Instance Tribunal had imposed on Trainer Norman Wayne Smith, a fine of Two Hundred and Thirty Thousand Dollars ($230,000.00) and warned him off all courses where the Rules of Racing are in force for a period of two (2) years.
After considering the evidence and submissions, the Commission upheld the fine of Two Hundred and Thirty Thousand Dollars ($230,000.00) and the warned off period.
Further, the Commission made the warned off period effective Friday,
the 2nd August, 2019 and the period of Ninety (90) days to pay the fine.
Trainer, Norman Wayne Smith was represented by Mr. Douglas Thompson, Attorney-at-law.
