Subject: INVESTIGATION- POSITIVE FINDING RETURNED BY THE HORSE “TWO STEPS UP” AND SUSPICIOUS FINDING IN URINE SAMPLE FROM HORSE “TWO STEPS UP”

The First Instance Tribunal, delegates of the Jamaica Racing Commission, on the 2nd September, 2019 concluded an investigation under Section 25 of the Jamaica Racing Commission Act, into a report by the Racing Chemist that urine samples taken from the horse, TWO STEPS UP on the 31st January, 2018, indicated the presence of DICLOFENAC, a prohibited substance under the JRC’s Rules of Racing. The split samples were subsequently analysed at the Chemistry Department of the University of the West Indies in the presence of the Referee Chemist, where it was confirmed that DICLOFENAC was present in the sample. There was also a suspicious finding found in one of the urine samples from the horse TWO STEPS UP. A white substance was seen floating in the urine sample from horse TWO STEPS UP provided by Groom Derrick Mason. During the investigation the Tribunal heard evidence from witnesses including the Operations Steward and witnesses from the Testing Barn on behalf of the Commission, as well as evidence from Trainer Paul Hylton and Groom Derrick Mason. After considering the evidence, the Tribunal: • Accepted the finding of the Racing Chemist, that the urine sample taken from the horse TWO STEPS UP, contained the prohibited substance DICLOFENAC and pursuant to the Rule 207 of the Racing Rules, disqualified the horse from race number four (4) on the 31st January, 2018. • Fined Trainer Paul Hylton $75,000 to be paid within two (2) months. • Fined Groom Derrick Mason $75,000 to be paid within three (3) months.
