Subject: APPEAL – Trainer Lawrence Fremantle vs. First Instance Tribunal

On Thursday, March 28, 2024, the Commission heard an appeal submitted by Trainer Lawrence Freemantle, against the decision of the First Instance Tribunal to fine him and his Groom, Kemar Johnson, two hundred and fifty thousand dollars ($250,000) each. This was in relation to the positive finding of the drug, Tramadol, returned by horse ADWA after it raced on Saturday, April 9, 2022. After carefully reviewing the evidence and submissions made by Attorneys –at- Law Mr. Douglas Thompson and Mr. Kayode Smith, representatives of Mr. Freemantle and Mr. Johnson, and Commission’s legal representative, Mr. Garth McBean KC, the Commission saw no reason to overturn the decision of the First Instance Tribunal. Notwithstanding, the Commission: • Reduced the fine imposed on Trainer Lawrence Freemantle and Groom Kemar Johnson to two hundred thousand dollars ($200,000) and seventy-five thousand dollars ($75,000), respectively. Attorney-at-Law Douglas Thompson disclosed his intention to appeal the Commission's decision to the Supreme Court.
