Subject: TRAINER - RYAN BRUCE WILLIAMS POSITIVE FINDING RETURNED BY HORSE PYTHAGORAS THEOREM PROHIBITED SUBSTANCE: EPHEDRINE (CLASS 2 Drug)

The First Instance Tribunal, delegatees of the Jamaica Racing Commission, on the 18th November, 2019 concluded an investigation under Section 25 of the Jamaica Racing Commission Act, into a report by the Racing Chemist that a urine sample taken from the horse, Pythagoras Theorem, on the 4th August, 2018, indicated the presence of EPHEDRINE, a prohibited substance under the Rules of Racing. The split sample was subsequently analyzed at the University of the West Indies Mona Analytical Chemistry Lab (UWIMAC) in the presence of the Referee Chemist, where it was confirmed that EPHEDRINE was present in the sample. Trainer Ryan Bruce Wiliams admitted liability and submissions in mitigation were made by Mr. Welsh Soutar on his behalf. After considering the evidence, the Tribunal: ? Accepted the finding of the Racing Chemist, that the urine sample taken from the horse PYTHAGORAS THEOREM, contained the prohibited substance EPHEDRINE and pursuant to Rule 207 of the Racing Rules, disqualified it from the race in question. ? Found Trainer, Ryan Bruce Williams negligent, and he was fined One Hundred Thousand Dollars ($100,000.00) to be paid by within sixty days. • Found Groom Anthony Blair, not culpable, hence he was discharged. Mr. Williams and Mr. Blair were represented by Racehorse Trainer Welsh Soutar. Mr. Garth McBean Q.C., the Commission’s Legal Adviser, marshalled the evidence on behalf of the Commission.
