Subject: POSITIVE FINDING RETURNED BY HORSE, MILKMAN PROHIBITED SUBSTANCE: DICLOFENAC (CLASS 4 DRUG)

The First Instance Tribunal, Delegatees of the Jamaica Racing Commission, on the 11th JANUARY, 2021 concluded an investigation under Section 25 of the Jamaica Racing Commission Act, into a report by the Racing Chemist that a urine sample taken from the horse, MILKMAN, on Saturday, 2nd November, 2019, in Race No. 2, indicated the presence of DICLOFENAC , a prohibited substance under the Rules of Racing. The split sample was subsequently analyzed at the University of the West Indies Mona Analytical Chemistry Lab (UWIMAC), where it was confirmed that DICLOFENAC was present in the sample. After considering the evidence, the Tribunal: ? Accepted the finding of the Racing Chemist, that the urine sample taken from the horse MILKMAN, contained the prohibited substance DICLOFENAC and pursuant to Rule 207 of the Racing Rules, disqualified it from the race in question. • As a result a fine of Seventy-five Thousand Dollars ($75,000.00) was imposed on Trainer Richard Azan and Groom Rupert Williams which is to be paid within Three months (3) months.
